Kobe City has launched its own free Wi-Fi hotspots and Wi-Fi Card since July 31!!
Just go to information centerts in Kobe and show your passport, and you can get a Wi-Fi Card (Pass & ID). You will have free Wi-Fi access not just in Kobe but also all around Japan for a week.
