It’s in a shape of a Maiko (Geiko apprentice).

These cute lunch arrangements are called ‘Kyaraben’.
Kyaraben (shortened from Character Bento) means ‘Character lunch box’ and describes lunch boxes decorated to look like people, characters from popular animation, animals, and plants

The hair is made out of seaweed, the face from rice, her kimono is made out of delicious ingredients like egg, ham, crabmeat and cheese.
