The answer is TOBA, the original mascot of Toba City in Mie Prefecture!
In Japan, almost every city or prefecture has its own character, and it usually takes on a form of a famous product of the place.
They are called Yurukyara in Japanese.
This TOBA is my favorite, and I've seen him twice.
